Any online spy shop, ebay bans them, but if you act quickly you still can order them...

Legal:
All depends on your local laws and how you use the device.

How: As with other radio jamming, cell phone jammers block cell phone use by sending out radio waves along the same frequencies that cellular phones use. This causes enough interference with the communication between cell phones and towers to render the phones unusable. On most retail phones, the network would simply appear out of range. Most cell phones use different bands to send and receive communications from towers (called full duplexing). Jammers can work by either disrupting phone to tower frequencies or tower to phone frequencies. Smaller handheld models block all bands from 800MHz to 1900MHz within a 30 foot range (9 meters). Small devices tend to use the former method, while larger more expensive models may interfere directly with the tower. The radius of cell phone jammers can range from a dozen feet for pocket models to kilometers for more dedicated units. The TRJ-89 jammer can block cellular communications for a 5-mile (8 km) radius.

Why:

  • Pranks- Everywhere I go I like to carry this bad boy in my pocket. See someone talking loudly on their phone in store? A push of the button and poof the only thing you will be hearing is the annoying caller saying "hello? are you there?" FYI, it works while driving just as well. Help support california no driving and talking laws
  • Revenge- Hide the the cell phone jammer in or around the target's residence and they will NEVER figure out why their phone isn't working. Hell, you really want to cause trouble invest in a jammer that covers 2.4ghz range as well and cut off any cordless phones, wifi or wireless cameras. Your target will have no idea what is going on without hiring a Technical Counter Surveillance Measure (TSCM) company (like they even know what that is or can afford $10,000 for a basic sweep.) Watch as they finally switch from verizon to att to tmobile attempting to get better service. Hell, put one under there car too!
  • Mayhem- More people have cell phones then landlands. You litterally have a tool to temporaly block that service. No calling 911, no ratting you out, no text messages sent, no communication.
Although I have played with similar devices on a greater scale (think 1-5 mile range) this little tool packs a powerful punch. Even with the few scenarios listed about, until you get one you have no idea how powerful of a tool you really have. And yes this example below is cheesy, but the devices are that small and work that fast.
